On Sunday, October 4, 2020, at 5:30pm, the Port Royal Municipal Authority gathered at their Tuscarora Mountain Water Reservoir property to commission the Gladys M. Boyer Chlorination Building.  The Building along with the storage tank and other facilities are the Authority’s efforts to modernize their water system.  The initial estimate was $500,000-600,000 for the project.  Through a concerted effort by the Authority Board and staff, the construction of the Building, storage tank and interconnecting facilities will cost approximately $400,000 when completed.

A key to the cost savings was the award of a $60,000 grant to the Authority by Senator Jake Corman.  This grant allowed the Authority to purchase a mini-excavator which was used by Authority staff to construct the interconnecting pipes, chambers and meters.  Duane Hart and Tanner Gamble, Authority staff, look forward to completing the work in the Spring of 2021 once all permits are obtained.

This project will eliminate two, 1900’s, hand-laid stone reservoirs which have significant leaks and a twenty-year-old block building which has fallen into disrepair.  The goal of the Authority remains the cost-effective supply of clean potable water to the residents of Port Royal Borough and Turbett Township.  By eliminating the leaks which require the Authority to withdraw approximately 120,000 gallons per day while only delivering approximately 70,000 gallons per day to their customers, the Authority will save daily operating costs.

The Building was completed by Crider-Mitchell of Lewistown and the Tank was erected by Mid-Atlantic Storage Systems of Palmyra.  Structural Design Associates (Andy Leonard of Port Royal), Axis Surveying (Mifflintown), and cb3 Solutions (Brian Book of Bellefonte) provided Engineering and Survey support of the Authority’s efforts.


DEP Consent Order & Agreement Compliance

The Port Royal Municipal Authority went under a DEP Consent Order & Agreement in 2017 to eliminate the Combined Sewage Overflow which occurred at the Licking Creek Pump Station and the 1st Street Pump Station.  Beginning in January 2020, cb3 Solutions, LLC began to assist PRMA in their compliance efforts.  One of the very first projects was to open, inspect, digitally record and mapping their collection sewers and manholes.
