Beginning in August 2018, cb3 Solutions provided support to the Altoona Water Authority in the development and selection of a Guaranteed Energy Savings Agreement to select a Firm/Team who would upgrade specific aspects of both the Easterly and Westerly Wastewater Treatment Plant Facilities. This work focused on the development of Anaerobic Digesters to replace the Authority’s existing aerated sludge holding tanks.
Ultimately the firm of Energy Systems Group, LLC was selected to develop a Preliminary Audit Report which led Altoona to a $36.5M project to develop a High Strength Waste Receiving station, two Anaerobic Digesters, and a Sludge Dryer. This project is ongoing and has a Fall 2022 expected start-up.
As part of our continuing services to the Altoona Water Authority, cb3 Solutions functions at the Owner’s Engineer of Record for the Implementation of the resultant Design-Bid Project. We have also performed the PennVEST required Second Opinion Project Review (SOPR), attend the weekly job conferences, and sign off on the contractors Pay Applications and Authority’s Requisitions.
In addition to our work on the Anaerobic Digester/Sludge Drying Guaranteed Energy Savings Project, cb3 Solutions has also provided support to the Altoona Water Authority in developing a contract for Land Recycling & Environmental Remediation Standards Act (PA Act 2) and Installation of a Solar Array and for the Study Phase Engineering Services for the upgrade & rehabilitation of the Easterly and Westerly CSO Facilities.
